Description

A study examined the American experience of accrediting employer-provided training. Interviews were conducted with 16 persons: 2 representatives of accrediting agencies, 9 representatives of employers with accredited training programs, and 5 persons with expertise in a closely related field. Based on these interviews, it appeared that where there are close analogues for an employer-provided training course it can be evaluated for academic equivalence. A sizable percentage of employer-provided training is, however, focused primarily on job competence and other corporate objectives. This renders many such courses unsuitable for assessments that are based on the academic criteria and language that are fundamental to accrediting agencies. Many of those interviewed felt that recommendation for college credit is a successful way of improving access to academic institutions, motivating employees by enabling them to acquire academic qualifications in the absence of other professional recognition, and enhancing the morale and quality of some corporate training departments. Penetration of accreditation into the area of employer-provided training has, to date, been very limited in relation to the total amount of such training provided. Although an increase in the number of programs accredited is anticipated, the rate of increase is not expected to be very great. It appears that a policy of awarding industry credit would reflect the objectives and nature of most employer-provided training in a way that college credit can never do. (Appendixes include an outline of the conduct of the study and recommended accreditation program policies and procedures.) (MN)
