Reinsch (1869-1923) was an American political scientist and diplomat. After practicing law for a short time he returned to the University of Wisconsin for additional schooling in 1895, earning a Ph.D in political science under Frederick Jackson Turner in 1898. He was then employed at the university as an assistant professor of political science. In 1913 he became the United States Minister to China, a position he held until 1919, during which time - and after - he also served as a delegate to various international conferences. This work published in 1922 gives an account of his time in China which included the period of the First World War.
