Description

A fail-safe supply network is designed to mitigate the impact of variations and disruptions on people and corporations. This is achieved by (1) developing a network structure to mitigate the impact of disruptions that distort the network structure and (2) planning flow through the network to neutralize the effects of variations. In this monograph, we propose a framework, develop mathematical models and examples of fail-safe supply network design. We show that, contrary to current thinking as embodied in the supply network literature, disruption management decisions made at the strategic network design level are not independent from management decisions made at the operational level to manage variations in flow dynamics. These interactions suggest that it is beneficial to manage disruptions and variations concurrently in SNs. The framework and models developed in this monograph are generalizable and may be applied for other engineered networks. the focus I this monograph is on supply networks in which variations and disruptions affect profitability. Some examples include: company mergers (e.g., United Airlines merger with Continental), labor unions strikes (e.g., the labor strike on the west coast of the United States in 2002), sanctions imposed or lifted (e.g., economic sanctions against Iran lifted by the UN in July 2015), destroying plantations (e.g., banana plantations were destroyed by Hurricane Mitch in 1998), air traffic suspensions due to weather or terrorism, and the destruction of important parts of the supply chain by disasters (e.g., the 1999 earthquake in Taiwan disrupted semiconductor fabrication facilities, Fukushima in Japan, etc.). Such disruptions can affect entire economies and the people who depend on them and therefore it is necessary to design fail-safe supply networks.
