U. S. presidents have have used the United Nations Intelligence Directorate since its inception, when the U. N. itself was established. Receiving a "request-for-services" protocol from an American president isn't unusual. The administration of President Ngare "Gary" Ibori has made ample use of the plausible deniability The Directorate offers, especially in the hunting down and killing of ISIL leaders by drone strike or using The Directorate's special operations group. Something about Ibori's latest request, however, makes Mai Fisher, the operational head of The Directorate, turn him down flat. Ineligible for re-election, Ibori wants his legacy continued by a successor from his political party. She is opposed by a wealthy venture capitalist with several divorces and conflicting political opinions as baggage and a campaign manager who might be in the pocket of the Russian government. That candidate, though, has a following in the U.S., so much so Ibori fears the outcome of the upcoming presidential election. He asks for what, to Mai, is unthinkable for an unusually scandal-free administration--that The Directorate find some "dirt" on the other candidate, something which will skew the election to Ibori's hand-picked successor. Mai refuses, and Ibori invites her and Alexei Bukharin, her retired-spy husband, to Block Island, where Ibori is vacationing, for a working dinner. Ibori attempts to strong-arm Mai into seeing things his way, but Alexei isn't there for company. Mai has brought him along to do what he's always done best: find something she can use as leverage, this time against the President of the United States.
