This 2014 publication documents a 1983 proposed design by Ronald E. Schmitt, Architect, for Quincy Court in Chicago's Loop. Schmitt's proposal had an architectural sculpture set in a pedestrain way, which would link State Street to Mies van der Rohe's Federal Center and Plaza. The Federal Plaza contains Alexander Calder's monumental stabile, "Flamingo." The Quincy Court proposal featured an architectonic central piece of "Public Art" that housed grand stairways to access an underground pedestrian passage under Quincy Court. This passage connects rapid transit stations for subway lines under State and Dearborn Streets. The focus piece of Public Art also would shelter patrons of fast-food restaurants, which line Quincy Court. Schmitt's Public Art would have served as a subservient companion to Calder's Flamingo as well as be a focus piece, shelter and subway connection for Quincy Court. It merged art and architecture with civic-scale urbanism.
