Over the last two decades at least 65 million people have been infected with HIV and 20 million have died. HIV/AIDS is now the leading cause of death in Sub-Saharan Africa where, in some countries, nearly 40 per cent of the population are infected. This NAO report examines HIV/AIDS strategy documents issued by the (UK) Department for International Development (DFID); how DFID has attempted to achieve its objectives through multilateral development institutions and global partnerships; the effectiveness of DFID's country programmes; and what use DFID made of research on this epidemic. The strategies outlined in DFID's strategy papers are well articulated but DFID recognises the need to develop a revised strategy. The Department's work at country level is criticized for inconsistency; for instance, many country plans fail to follow best practice (for example, up-to-date scientific research), and fail to plan for the effect of HIV/AIDS on the numbers of key public sector workers. HIV/AIDS national programmes need to be co-ordinated more effectively with national socio-economic targets. DFID's Knowledge Programmes (scientific and medical research in UK universities) are delivering useful outputs but but there have been difficulties in disseminating results to DFID staff, especially country teams.
