Early Start is an evidence-based, home-visiting, early intervention programme developed in the mid-1990s in the Christchurch region, New Zealand, by Professor David Fergusson, from the Christchurch School of Medicine, in conjunction with local social service providers and the Department of Child, Youth and Family Services. It targets families with infants who are facing severe social, economic or emotional challenges, and aims to improve a number of areas of child and family wellbeing including child health, maternal wellbeing, parenting skills, family economic functioning, and crisis management. An evaluation commenced in 1999, with 220 participating families and 223 control families assessed at baseline and again at six, 12, 24 and 36 months post-enrolment. This new report looks at the longer-term impact on the families, 9 years after the programme. Compared to the control group families, the Early Start families had greater use of pre-school education and health services, lower rates of hospitalisation for accidents or physical child abuse, and higher rates of parent-reported competent parenting and child behaviour problems, with similar outcomes for Maori and non-Maori families. However, there was no evidence for improvements in maternal depression, parental substance use, family violence, family economic circumstances, or family stress and adversity. Methodological issues and the implications for current family services are also discussed.
