The interactions of land-use distribution and transport energy consumption are considered at the urban and regional levels. To allow these and other interactions to be studied quantitatively, a model of the urban system is required. Thus a mathematically based urban and regional planning model has been developed which allocates activities on the basis of optimizing a comprehensive merit function which can include energy and other resource expenditures, pollution emissions, and more conventional urban benefits and costs. The model, TOPAZ--URBAN, determines the various land-use components, the network of interactions including transport and communications connecting them, and their essential attributes including benefits and costs of absolute location and relative location, traffic flows, modal splits, travel costs, trip times, energy used, pollution levels resulting, and their distributions spatially. These are displayed graphically. The model and its manner of use allows various planning options to be evaluated and compared. Some of these studies evaluate the impacts of planning proposals and decisions. Others seek the best combination of decisions to meet various criteria over the longer term. Applications presented include an energy study of Melbourne at the urban level under alternative futures, and a regional study involving the location and linking of new growth poles. Various land-use policy options and their implications for saving of liquid fossil fuel are discussed. The model above is used to evaluate a number of these alternatives, and the results are presented. These are compared in effectiveness with the potential improvements in automobile technology.
