The Black Horse Sheriff Department novels are rich with characters, struggles, failures and hard-fought victories, with diverse heroes more intrinsically revealing, socially astute, and complex, gifts to readers who want more. This series unmasks raw internal struggles transforming a nearly failed mountain sheriff unit into twenty-first century urban-modeled policing that reflects equality and openness to all differences, as it must before it fails in an America replete with violence by and against police. Black Horse County citizens suffered prolonged, desperate poverty, depending on depleting precious mineral mining until only The Gibbons Mine remains. Sheriff Dokkett did what his tiny budget allowed to keep the appearance of peace, making do with ill-trained Reserves for twenty years. Then Colorado's citizens voted in gambling for Black Horse County. By this third year, Dokkett had built the new Headquarters and hired his replacement, Marvin Grant. But Captain Grant has a secret past, needing Dokkett to front for the department. Together they hired just retired LAPD Sgt. Pamela Straite, their first educated, experienced detective, and James Brinckerhoff ("Brink"), a tough Marine Master Sergeant retired after 33 years training jarheads. With degrees in criminal justice and criminal law, Straite set out to upgrade and modernize the department while gently reversing ingrained misogyny in the initial 14 men. Brink was faced with reserve officers in pitiful physical condition, more dangerous to themselves than criminals. Dokkett wants to quit as soon as they recover; Brink struggles to challenge some who lack even motivation; Grant deflects attention from his secret self by pushing every officer toward an ideal best self. Two of Straite's gifts are empathic insights and knowing the operational world of policing. She advances standards by hiring especially bright, BS-degreed women (and men) honors students who each have extra gifts the department could not afford by hiring officers for each. Before most are ready, trouble strikes, threefold. Grant travels to seek Federal help with the believed serial killer, but his secret past threatens more than just him. These and other furies descend like avenging Greek deities upon BHSD, which Grant decides they cannot confront alone, getting help.
