Description

The National Health Service in England owns one of the largest estates of land and buildings in Europe, and NHS Estates, an executive agency of the Department of Health, has responsibility for managing the sale of surplus property. In April 2001, it began a Public Private Partnership to sell the majority of remaining properties, valued at some £400 million in the retained estate. Following on from a National Audit Office report (HCP 687, ISBN 0102914540), the Committee's report examines whether best value has been obtained from the sale and disposal of the retained estate, while ensuring future NHS needs are safeguarded. Conclusions reached include that NHS Estates should consider longer term operational and accommodation needs of the NHS and the wider public sector in any sales, given the price of land, especially in London, and shortages of accommodation for nurses and other essential workers. It should also consider other options, including leasing the land or buildings.
