This report is a consequence of a another report by the Review Body on Senior Salaries (Cm. 6566, report no. 60, ISBN 0101656629), that suggested Standing Committee chairmen should be paid, after consideration of their outside interests. An implementation date of 1st November 2005 was agreed by the House to begin such payment. Standing Committee chairmen are nominated by the Speaker from the membership of the Chairmen's Panel (which consists of the Chairman of the Ways and Means Committee and two deputies, and 10 other members). It has been the practice that any chairmen appointed normally draws attention to any conflict of interest that may arise. The Committee on Standards and Privileges is satisfied that the impartiality and integrity of appointing chairmen is unchanged, and past chairmen had not historically received any advantage from their positions, and that remuneration for their position should not therefore effect their impartiality.
