Conclusions drawn include that building more homes is not a panacea in one of the most densely populated regions in Europe, and the environmental impact could be unsustainable, in terms of the loss of greenfield sites and excessive pressures on the water supply and other natural resources. It will be an expensive and complex task to build so many homes, and the Government has yet to estimate the costs of providing necessary infrastructure such as transport links, health care, education and all the other facilities which new neighbourhoods require. It must be questionable whether the benefits justify such a huge outlay. The issue of promoting local employment opportunities is important to discourage unsustainable commuting patterns, as is developing high-density neighbourhoods with mixed tenure and environmentally efficient homes.
