In November 2000, the Government announced in its White Paper (Our towns and cities: the future, Cm 4911; ISBN: 0101491123) a number of measures to address the problem of the poor state of open space and recreation facilities, including the creation of an Urban Green Spaces Task Force and new planning guidance. This report examines a number of concerns regarding the draft revision to Planning Policy Guidance Note 17 (PPG17) and its provisions for public open spaces in urban areas. The Committee concludes that this draft is seriously flawed, since the issue of open spaces has been tacked onto the guidance too hastily rather than recognising its fundamental importance, over and above sport and recreation, to the Government's wider objectives for the urban renaissance and the quality of life. They also criticise the lax and confusing terminology and the lack of any clear definition of open space. The Committee makes a number of recommendations for a revised version, including the need to emphasise the link between planning and management of open space; and to establish a requirement that local authorities prepare open space strategies.
