This report focuses on the role of the Committee on Radioactive Waste Management (CoRWM), which was appointed in November 2003 to oversee a review of options for managing solid radioactive waste in the United Kingdom and to recommend the option(s) that can provide a long-term solution, providing protection for people and the environment. The Science and Technology Committee is deeply concerned at the slow progress being made. Since 1997 the search for a solution to this problem has been beset by delay, and the Committee is astonished that CoRWM was asked to start with a "blank sheet of paper" when several options under consideration had already been ruled out. The non-involvement of Defra's Chief Scientific Advisor in the formation of the Committee is a serious flaw, and there is a need for CoRWM either to appoint extra members with expertise in earth science, material or civil engineering, or to establish a technical sub-committee drawing on experts with experience of relevant technologies. The Government is exhorted not to allow delays in developing a long-term radioactive waste management strategy to be used as a pretext for deferring decisions of the future of nuclear power.
