The Standards Board for England was established in 2001, under the Local Government Act 2000, with responsibility to promote best practice in ethical governance and service delivery standards throughout local government. The Board issues guidance relating to the Code of Conduct, which sets out rules governing the behaviour of councillors and members in a range of public bodies (including local authorities and parish councils, fire, police and national parks authorities, the Greater London Authority and the Corporation of London), and investigates complaints of alleged misconduct. The Committee's report examines a range of issues including: the ethical framework for local government established under the 2000 Act; similar frameworks in relation to the devolved administrations; the role of the Board and its relationships with other bodies; investigation and enforcement matters; promotion, guidance and training issues; and concerns relating to clause seven of the Code known as the whistle-blowers' clause.
