The purpose of this report is to outline concerns and opportunities for maintaining and enhancing a system of care for women with alcohol and other drug problems (other than tobacco), or at risk of developing such problems, and to make recommendations on the role of the British Columbia Ministry of Health in acting on these concerns and opportunities. It begins with background information on recent initiatives addressing substance use problems among women, levels of use, health and economic costs of substance use, gender-specific differences and the need for women-centred care, and a framework for addressing women's substance use. It then discusses current program initiatives in British Columbia and service delivery issues, and makes recommendations, regarding three levels of programming directed to women: alcohol and drug misuse prevention (primary prevention); secondary prevention/early intervention; and detoxification and specialized treatment. An epilogue presents additional perspectives to the issues and recommendations from women in the north-west part of the province.
