The framing of the complexity as a typical trait of this millennium (Naggar, p. 11) is the starting point to better understand the need of institutions capable to tackle it with efficacy and efficiency. A thorough historical analysis (Benegiamo, p. 16) of the last 25 years - in which several attempts of constitutional reform have been made - is also necessary to realize where and why these reform projects ended up in a total failure.At the side of this main themes, some other relevant aspects are discussed: the necessity of a state architecture capable not only to efficiently perform data managing, but also able to rationally control and use these data for the policy making (Negrini, p. 40); the relationship between the form of the state and the ways in which it deals with the economic-financial system (BacĂ , p. 43), and finally a rational approach to the local articulations of the State, where the Regions play a (negative) key role in both budget issues and policy making (Detti, p. 49).The final result is much more than a general overview on the institutional reforms in Italy. Some innovative concepts, such as the "ontology box" or the "separation of processes" are offered as a starting point for a deeper research.
