HM Inspectorate of Prisons for England and Wales (HMIP) is an independent inspectorate which monitors conditions for and treatment of those in prison, young offender institutions and immigration removal centres. Drawing on the findings of 74 prison inspection reports published between September 2005 and August 2006, this report describes the work and findings of the Inspectorate during this period. The report identifies progress made in many key areas, such as safer custody, education and training, resettlement, juveniles and healthcare; and finds these improvements have been due to both large-scale national changes and implementation in individual establishments of previous Inspectorate recommendations. However, it also highlights concerns over the rising prison population, including the fact that for the first time ever, there are more prisoners serving indeterminate sentences than those serving short sentences of less than 12 months. The problems of overcrowding, combined with resource constraints on public spending, are likely to threaten progress made, for example with regards to the reduction in suicides and self-harm, drug rehabilitation schemes, regional offender management, healthcare and training opportunities.
