The composition of the labour market is a key factor behind income inequality in Australia, raising concerns the capacity of employment to deliver economic security for key groups in the population. In this context there is renewed interest in examining the place of guaranteed minimum income or basic income approaches. This paper examines and contrasts key basic income proposals and approaches, and proposes a nine-dimension framework - expanded from the framework of De Wispelaere and Stirton (2004) - for assessing basic income policies, especially their capacity to underpin economic security. This paper was commissioned by the Brotherhood of St Laurence and the Melbourne Institute as part of a program of activities throughout 2016 and 2017 honouring Professor Ronald Henderson's work on poverty, social security and basic income and marking 50 years since his National Inquiry into Poverty.
