The countries in GCC are factor-based economies whose GDP predominantly relies on energy resources, such as oil and gas. The governments of the GCC have long recognized the importance of education and established several universities. These universities have played an essential role in the dissemination of knowledge through education and research. However, with the growing importance of knowledge-based industries and governments initiatives to diversify its factor-based economy to knowledge-based economy, policymakers in the private and public sectors have realized the importance of universities in regional economic development. As a result, some of the GCC universities are in process of transforming from education driven to knowledge-driven and technology transfer institutions. These universities have a critical role as a source of intellectual property and talent in high technology industries. These have led to establishing centres of innovation which manage programs such as technology commercialisation. Because such programs have only just been established, there are many challenges to overcome before they can be deemed successful. The objectives of this study are: first, to identify the best practices of USA and GCC universities; second, to determine the challenges and opportunities of USA and GCC universities; third, to establish the guidelines and recommendations for successful implementation of innovation, entrepreneurship and technology commercialisation programs. To achieve these aims, the methodology of this research uses a mixed-methods approach that includes quantitative (survey) and qualitative (multi-case study and interview). These findings will assist universities in the establishment of technology commercialisation programs.
