Part III provides a report card on the 50 states, with key numbers on children and child care in the states. Part IV is an action primer that describes steps to be taken by the public and the Children's Defense Fund in 1990. This part notes scheduled Congressional recesses in 1990, promises made by particular politicans in regard to children's education, questions to ask politicians, polls to cite, and CDF's nonpartisan Congressional voting record of 1989.
