The goal of the Children & Youth In Care Review was to develop recommendations to assist the Saskatchewan government in creating positive change for children in care in the province. The Review consisted of an extensive examination of the literature, public and individual consultations with over 1,100 Saskatchewan residents, and a review of a random sample of files of children in care. Part 1 of this publication is an overview of the background, purpose, scope, and mandate of the Review and the review process. Part 2 reviews the current situation of children in care in Saskatchewan. Part 3 summarizes views of children and youth in care. Part 4, the largest section, evaluates family services practice, including social worker training, workload, planning, information management, family contact, and transitions out of care. Part 5 covers the provision of foster care, including placement options, compensation, training, and support for foster parents. Part 6 discusses formal procedures in & out of court with regard to children in care & their families. Part 7 evaluates the co-ordination of services between departments & agencies. Part 8 assesses family support & prevention services. The final section proposed directions for the future and summarizes major themes from the Review. Recommendations for reform are provided throughout.
