The building housed a plenary hall for the People's Chamber, a multi-purpose hall with foyers and seating for almost 5000, 13 restaurants, cafes with capacity for 1460, a bowling alley, and other features. In September of 1990, the Palace was closed due to asbestos after 13 years in operation. After several years of cost-intensive asbestos removal work, it was demolished between 2006 and the end of 2008 for reasons related to urban planning.
