Policy makers are interested in finding new ways to involve people in making decisions about the way public services are run. Informed by detailed case studies and a review of the relevant research, this report explores whether attempts to widen involvement in governance really are effective in creating strong social networks between members of communities with high levels of deprivation. It attempts to explain certain "barriers to entry" for those not currently involved in governance, and explores the way in which people involved in community participation relate to each other. Drawing conclusions from their research, the report authors make suggestions which could inform incremental change in community participation structures. These acknowledge existing patterns of participation and aim to work with the grain of how people currently interact.
