Facilitated through particular trade regimes, export-oriented development strategies, and global market change, the intensification of product flows across political boundaries has become a defining characteristic of today's global market. In the following papers, I analyze the issues of trade, global market change, and development through the examination of a particular commodity: cut flowers. In the first paper, I examine the political economy of trade by linking the disputes over market access of two rival commodity chains--that of the Colombian and U.S. flower growers. I argue that the incorporation of the Colombian cut flower GCC into the U.S. market and its (re)configuration responds to the dynamic interaction among economic actors, institutions and markets in a process marked by contestation, institutional mediation, and change. This paper contributes to the GCC literature by highlighting the role of regulation in the repositioning of GCCs and by emphasizing the non-economic activities in which economic actors engage to carve or maintain their competitive position. In the second paper, I examine the organization of the Dutch cut flower GCC and its responses to global market change. In this paper I argue that not only intra-chain governance but industry structure shapes the competitive strategies of Dutch flower growers. This paper contributes to the GCC literature by shifting the focus from internal chain attributes to chain structures and their role in the (re)organization of transnational economic activities. In the third paper, I examine the development impact of the Colombian cut flower GCC at the sub-national scale by situating cut flower production within the export-oriented development and trade liberalization paradigm and analyzing its role in the regional patterns and impacts of the regional flow of goods, land tenure patterns and employment stability. In this paper, I argue that the benefits from export-oriented activities trickle down to the communities where they are produced by examining the evidence for the particular case of the Colombian cut flower agro-industry. This paper contributes to the GCC literature by probing the claim that engaging in particular export roles and linking up with lead firms enhances development.
