The three essays in this publication consider the relationship between human capital investment and economic development, particularly in the context of developing countries. It is suggested that the pressure from increasing enrollments may be widening the gap in school quality between developing and industrialized nations. Despite different perspectives, each article maintains that skepticism about education, while common in developed nations, is not applicable in developing countries.
