Without claiming that practical tools can resolve every problem, the book suggests that if all stakeholders used such analytic tools the outcomes might be better for the general welfare. George M. Guess teaches public affairs at George Mason University. He is the coauthor (with Lance T. LeLoup) of Comparative Public Budgeting: Global Perspectives on Taxing and Spending, also published by SUNY Press.
