This second report on House of Lords reform, sets out the situation since the first report was published in December 2002 (HLP 17/HCP 171, session 2002/03, ISBN 010400116X). In the intervening period no final decision has been taken on the composition of the House of Lords. The seven options as enumerated in the first report: 1) a fully appointed House; 2) a fully elected House; 3) 20% of members elected and 80% appointed; 4) 68% elected, 20% appointed; 5) 40% elected, 60% appointed; 6) 60% elected, 40% appointed; 7) 50% elected; 50 appointed, still stand. There has been no vote in the Commons on any of the options, but the Lords have given a clear endorsement of appointment. Despite the present impasse on a decision, the Joint Committee believes in may well be possible to reach at some stage a broad consensus on one of the options for reform.
