For over a quarter of a century he was at the centre of all the important decisions concerning medical matters in Newfoundland- the Cottage Hospitals, the Children's Health Plan, Medicare and finally the Medical School. He was also a valued participant in federal and provincial health circles. He presided over the administration of the department with integrity, calmness, wisdom and diligence: in every respect a model Civil Servant.
