The energy mix is changing to include more renewable sources, leading to increased mining of rare earth materials required for necessary infrastructure, such as storage batteries and solar panels. This dissertation seeks to understand how social justice in energy extraction zones is shaped by institutions, public policies, and individual perceptions, using the fossil fuel industry as an example. In the first essay, I use a mixed-methods approach to explore how labor unions influence coal miners' decision to participate in a federal screening program for black lung disease. I conduct interviews with coal miners and union representatives to better understand the potential mechanisms for unions to protect occupational health. I utilize a change in the screening program to empirically test for a union effect by comparing screening rates in fully, mixed, and non-unionized counties. The findings suggest that despite the weakening hold of unions in the industry, unions do promote occupational health. The second essay utilizes data collected from an online survey to assess public opinion towards fracking for natural gas in Colorado. This paper finds that public support for fracking close to their community is significantly enhanced when fracking operators voluntarily take on measures that are more stringent than those defined by current state regulations, and undergo external auditing. It posits that these efforts to move beyond compliance result in greater trust and improved relations among the public, industry, and regulating bodies. The last chapter evaluates the influence of political party affiliation and risk/benefit perceptions on how individuals vote at the ballot box on fracking issues using a latent class analysis and logistic regression models. The findings indicate that group membership based on overall levels of risk/benefit accrued is a better predictor of an individual's voting behavior. This suggests that the individual's decision-making may be more informed than expected. Together, these three essays highlight the social and public health inequities of those working and living in energy extraction zones, the complexities of governance, and the true cost of fossil fuels. The insights gleaned from this dissertation have substantial implications for how to move towards a just and equitable zero-carbon future.
