Jim Wagner's monthly column, HIGH RISK, in Black Belt magazine, and his regularly featured articles in Budo magazine printed in six languages across Europe, was beginning to have the influence on the martial arts community that he had promised Editor Robert Young that it would have. He was quickly promoted to the rank of sergeant, and then assigned as the team leader of the newly formed Dignitary Protection Unit, because of all the elite police and military units he had trained. The "full timers" didn't like it, not one bit. To make matters worse, Jim didn't know that the man he thought was such an honor to guard, Sheriff Mike Carona, who the media dubbed "America's Sheriff," was corrupt to the core.
