Illinois recently passed legislation which allows not only medical but also recreational sale of cannabis products for adults. The industry is tightly controlled, product must be grown within the state, software was developed to track seed-to-sale, purchases are made through state licensed dispensaries, employees in these dispensaries must be "qualified dispensary agents". This system applies to any THC-containing products (flower, tinctures, edibles, etc.) and not to CBD products (which can be generated through either cannabis or hemp). Demand for these products has outstripped supply since the January 1. 2020 start date. Due to this demand, employers, public officials, medical institutions, law enforcement and ancillary businesses are facing social and economic challenges. The editors of this book decided that DePaul University should offer education that explores the ramifications of this legislation. The course was offered in the business school and, at the time, no other university was exploring the social/business/marketing elements of cannabis. A course was created that addressed many of the issues these organizations face as well as how they will cope in balancing the desire for ethical business operation, social equity and the economics of operating in the cannabis industry. Further, the course explored the mine field of marketing and branding these products. Over 20 members of the industry and related businesses participated in offering expertise to the course materials. Because of the issues just mentioned, the course examined the calls for greater corporate social responsibility, their implications for corporate behavior, and the feasibility of firms increasing their socially responsible decision-making without external government regulation. Corporate Social Responsibility (CSR) refers to a model where corporations internalize social welfare objectives beyond those dictated by simple short-term profit maximization. The course focused on how well the businesses in the industry followed these guidelines.
