This report from the Commission for Health Improvement (CHI), the independent regulator of NHS performance, contains performance indicators for the year ending March 2003 for primary care, mental health and learning disability trusts in England. Also known as NHS star ratings, these are designed to provide the public with accessible information about the performance of local health services. This is the first year in which all primary care trusts (PCTs) and mental health trusts have received full star ratings. Findings in the report include that 45 out of the 304 PCTs gained the full three stars (highest performance level), whilst 98 achieved only the basic one star rating and the number with a zero star rating (the lowest level of performance against key targets and indicators) rose to 22.
