Description

The Committee's report considers the financial management and accounting activities of the Northern Ireland Tourist Board, following a number of Northern Ireland Audit Office reports raised issues of concern. These include the adequacy of project monitoring and control procedures when making grant awards; controls over the use of a corporate credit card and hospitality expenses by the Board's New York office; contract tendering procedures and conflicts of interest; and the adequacy of supervision by the Department of Enterprise, Trade and Investment (DETI). The Committee finds the operation of the Tourist Board fell short of standards expected in a public body and highlights serious failures of management, corporate governance and financial control. It concludes that for many years there was no effective control of the Tourist Board's New York office. It also criticises the extent to which the DETI Accounting Officer sought to 'put a spin' on blatant examples of malpractice and impropriety.
