Elliot Richardson holds two records in American government: one as the only person to serve as U.S. Attorney, State Attorney General, and U.S. Attorney General, and another as the first person to hold as many as four federal cabinet posts, serving at the head of Health, Education and Welfare; Defense, Justice; and Commerce. He also served as Deputy Secretary of State, held elective office (Attorney General and Lieutenant Governor of Massachusetts), and as Ambassador to Great Britain and to Law of the Sea treaty negotiations. The speeches include: - The Agony of Watergate: Vulnerability and Vigilance, 1973. - Aims and Strategy of U.S. Foreign Policy, 1969. - Spheres of Mutual Restraint, 1970. - Toward a Workable Federalism, 1970. - Restoring the Health of the Republican Party, 1974. - Commencement Address at Kalamazoo College (Michigan), 1978. - Law of the Sea: A Test for the United Nations, 1979. - Amending the Constitution: Advice for the Future, 1997. The book includes a foreword, an introduction, context for each speech, a chronology of Richardson's career, notes, further reading, and an index. Tom Vance, the editor, is the author of the brief biography "Elliot Richardson: The Virtue of Politics," and a profile of Richardson in the Massachusetts Historical Review, "The Mentors of Elliot Richardson." Vance has worked in public affairs in both the private and public sectors. Tom Coyne, who wrote the Foreword, is Vice President for Student Services-Emeritus, Western Michigan University. Any proceeds from the sale of this book will be divided between the Elliot L. Richardson Prize for Excellence in Public Service at The National Academy of Public Administration and the Elliot and Anne Richardson Fellowships at Harvard University.
