This Command Paper is the first annual statement setting out a draft legislative programme to be laid before the next Parliament, and which was previously only announced in the Queen's Speech, at the State opening of Parliament. Following on from Cm.7170 (ISBN 9780101717021), a Green Paper listing Government proposals for constitutional reform, both documents represent the aim of Government to promote greater accountability of the government to parliament, parliament to the people, and a strong Cabinet government. It provides advance notification to Parliament and the general public of legislation the Government plans to bring before Parliament. The legislation set out in the document contains proposals for 23 Bills, and that the final programmne will not be exactly the same as the one published here.
