This thesis was completely organized by His Eminence the late Shaykh Imam Abdul Basit Al-Arkani Rahmatullah, as a partial requirement in fulfillment of his Doctoral degree in Usool al Fiqh, offered by the Kulliyah of Islamic Revealed Knowledge and Human Sciences at the International Islamic University in Malaysia. The Marhoom Shaykh Abdul Basit Al-Arkani was relentlessly working towards the completion of this goal for the past three years, as the submission date closed by, death overtake him and less than six days of this submission, his soul departed for the final abode. In my humble capacity as the research assistant of the Honourable Shaykh, I found it obligatory upon me to publish his diligent research for the masses. Apart from the conclusion, which was written by myself as a write up for the Shaykh and he read it, the entire thesis has been written and approved by the Honourable Shaykh and his college. Nonetheless, it is imperative to realize the incomplete work of such a vast nature, as I did not possess the capability of the likes of the deceased to take the burden of this project. A disclaimer for the audience though; our exceptional research is eschewed from quixotic principles of foreign criticisms or support to these Organizations or the intellectual transfer of copyright. Neither this thesis encompasses the reasons of evolutions of these political systems of the contemporary times, nor is it a Magna Carta on this topic. It is merely a research summarized to hearken the reader of a base comparison. The diligent research is outsourced from any form of anachronistic ideas, adduced to any further form or development of this topic. Due to the lack of publications on this topic in the English Language, our sources are best cited through translations, which have conducted by the late Shaykh Abdul Basit himself.Whatever good is found in this research is from the Compassionate Grants of Allah Subhanahu Wa Taa'laa, and whatever short comings are found in this thesis are from the naiveté of our own selves. May Almighty Allah Taa'laa, accept this work in the tally of our combined good deeds and may the soul of the honourable Shaykh Abdul Basit Rahmatullah live in eternal peace in Jannatul Firdaus.
