$200 Billion has been allotted toward the reconstruction of Iraq. Miles Adell, a highly respected businessman, is the top choice of the seven-member Panel to oversee the project. Just one problem; Miles Adell is mob-connected. Panel member Congressman Jerry Olson is not in agreement with the choice and wants a more in depth investigation into Adell before handling him the checkbook. Adell's buddies intervene and attempt to discredit Olson by providing the Preliminary Inquiry Committee a tampered disk reflecting the congressman accepting a bribe. Soon Olson must appear before the Committee to address the charges. Offering his assistance in locating the original disk, is Olson's friend Vince Apollo, who quickly finds himself entangled in a never-ending web of fronts, and dead-ends that begin in a Sacramento hotel garage and end in an office building in New York City. Time is running out and Apollo has yet to uncover the disk.
