One is that St. Paul is returning Onesimus to Philemon because it is the right thing to do. The other is that St. Paul is a appealing to Philemon's better angels and requesting him to set the Onesimus free. He makes his appeal based on the fact that Philemon was in bondage to sin and Christ set him free. He also makes the argument to Philemon that by freeing Onesimus as a slave he can receive them as a brother and have the best possible of relationships with him throughout the rest of their time and forever.
