In vocational education and training (VET), user choice is a means of achieving a more client-responsive training system by allowing clients to have greater choice over how their training needs are met. Funding arrangements linked in some direct way to the expressed demands of individual clients are essential for effective operation of a user choice arrangement. Australia's Statement of User Choice Policy adds three essential elements to meet the user choice objective: significantly greater market power for individual clients to negotiate their training needs; increased responsiveness on the supply side of the training market; and compatibility of user choice outcomes with public expenditure constraints and the efficient use of resources. The Australian National Training Authority Board report has set out the general steps for employers, apprentices, and trainees to participate in user choice, and identified three components: a training package, training program, and training agreement. Findings from evaluation of 54 user choice pilot projects indicate the following: training outcomes were much richer than anticipated; many employers stressed the importance of selecting the right trainees and apprentices; employers felt negotiation of specific aspects of training could usually be undertaken satisfactorily, provided the enterprise-training provider relationship was good; employers felt training companies met a demand in a way that better met their needs than other alternatives; and user choice had the potential to improve access and equity.
