William Caperton Richmond, also known as 'Devil Bill' Richmond, was a Lieutenant in the American Civil War, serving in the 184 Virginia Militia. Later, he was a district school commissioner in the newly formed state of West Virginia, and a Justice of the Peace in the Raleigh County Court System. In 1868, he was elected to the West Virginia House of Delegates, where he served until his death.
